Cargo Theft Prevention Requires More Than Visibility: Key Insights from MATS 2026

At MATS 2026, Level5Fleet presented “Strategies for Cargo Theft: Beyond Visibility,” a thought-provoking session that explored the root causes behind the growing rise of cargo theft, freight fraud, and supply chain security breaches across the transportation industry.

For years, the logistics sector has invested heavily in GPS tracking, real-time cargo visibility, surveillance systems, telematics, and freight monitoring technologies. While these tools provide valuable operational data, cargo theft incidents continue to increase across North America and globally. The reason is simple: visibility alone does not prevent unauthorized actions from taking place.

Our presentation challenged the common assumption that more data automatically leads to better security. In reality, many cargo losses occur not because information is unavailable, but because critical decisions are made during execution without enforceable authorization. By the time an issue is detected through tracking or monitoring systems, the theft or fraudulent activity has often already occurred.

Moving from Monitoring to Prevention

The session introduced a practical framework designed to strengthen freight security and cargo theft prevention by shifting authorization earlier in the logistics workflow and making it enforceable at the point of execution.

Instead of only verifying who someone is, organizations should verify whether a specific action—such as a pickup, trailer movement, yard transfer, or final delivery—is authorized at a specific location and time. More importantly, systems must ensure that only authorized individuals can execute those actions.

This approach combines authorization verification, asset security, fleet technology, and automated access control to create a proactive security model. By integrating authorization directly with equipment and assets, organizations can prevent unauthorized actions before they occur rather than relying solely on post-event detection and recovery.

Modern freight operations require more than visibility dashboards and tracking alerts. Effective supply chain risk management demands the ability to control execution, validate permissions, and enforce security policies in real time.
